Shoe on his favourite set...

I think he's more apt to have personal taste factor into his determination of "favorite set". For instance, since he used to run a planescape game (way way back), and has incorporated Blood War-like aspects into more than a couple of his campaigns, it's only natural that he'd really like an opportunity to use lots of demons, devils, and other outsiders. Likewise, it's possible that the monsters in Night Below more closely match the types of monsters he'd use in a game.
Of course, there's also the point that one of "his games" is being released in print (Eyes of the Lich Queen), and a significant number of those encounters are represented by minis in Unhallowed, so Unhallowed still has a strong amount of cool. Similarly, he's running Expedition to Castle Ravenloft currently, which also draws from Unahllowed.
But it is natural for anyone to want to rate and rank things. It's also natural that "newness" might cause a rank to be higher, at least around the time that the minis are initially available. It is in retrospect, after the newness has worn off, that the rankings can be more comparable. Having taken into consideration that newness, easier for someone who may have become familiar with a set many months prior to its release, a more accurate ranking might occur. The personal favoritism of a set shouldn't indicate that a set is more or less interesting to others, and I'm sure he's doing what he can to continue to push the skirmish game in interesting directions. There are many who will view Unhallowed as their favorite set, the same way that there are some who rank Underdark or Angelfire as the top set.
