Rob Heinsoo confirms there are Skirmish cards in the D&D Basic set

Rob Heinsoo: "We don't normally discuss upcoming products, but since this is a question rising from the Dragon article, I think it's safe to tell you all, and Merric, that the Basic set we're discussing contains useable double-sided cards for the minis.
